Shannon brings over 20 years of civil engineering experience, ranging from sewer collection and conveyance systems, water distribution systems, general civil engineering, to the most noteworthy airfield runways and taxiways. She enjoys working with clients and emerging engineers to plan and efficiently execute projects.
As a co-founder, Shannon provides the overall leadership, strategic direction, financial planning, staff development and management for Orion to ensure the success of the firm’s operations. With a thorough understanding of business operations, combined with her extensive field knowledge, project management experience and exemplary communication, Shannon passionately leads her team, fostering collaboration and communication, while enhancing client relations.

With 32 years of design experience in all facets of civil engineering, Tony brings a wide knowledge base of working with design teams in various project delivery mechanisms. Over the last 17 years, he has worked on managing design teams in completing civil infrastructure designs and has focused on managing designs of airport projects over the last seven years.
Tony’s passion for procedural based workflows and proper document control have driven him to allocate the proper level of effort on the firm’s design deliverables. As co-founder of Orion, he heads Orion’s Quality Management System, which is based on the principles of ISO 90001, which provides direction, establishes the roles and responsibilities, and outlines the work processes and quality checks required during all facets of the project delivery stage.

Frank is an aviation engineering expert with more than 34 years of experience managing and successfully delivering complex aviation projects, from planning through construction. His multiple hands-on roles support his creative problem solving for projects involving paving, grading, earthwork, and terminal building renovation.
Frank excels in collaborative working environments, has excellent communication skills, and is expert at project planning. He knows the importance of careful coordination with agency staff, Contractors and tenants. Frank understands that constructing quality work within the Owners funding constraints while minimizing operational impacts is critical to a project’s success.
